If it is addressed correctly, it should no longer be an issue when repaired. A vehicle that new, with low miles, more than likely has a manufacturing defect. It could be wiring, or control module(s). It being a repeat failure, you now are starting a paper trail on it, and it should be resolved or they will have to purchase the vehicle back after certain criteria is met. In some cases, if the dealer can't fix it, a field service engineer should be requested by the dealer, or GM technical assistance. The cruise not operating, is more than likely is a result of the faults, the onstar as well.
