2004 Chevy Silverado Steerin noise

I just replaced the intermediate steering shaft on my silverado 2500. I noticed the upper shaft had a sleeve over it, I wanted to know if there was supposed to be a bushing inside the sleeve, all I see is the plastic one on the end but I am still getting a rattle from down there. Seems like the inner shaft is banging against the sleeve. Any suggestions

Not to the best of my knowledge. When do you hear the noise, over bumps, turning?

The rattling happens when you hit bumps at slow speeds, it more towards a clunking sound. I am trying to figure if it is coming from outside or inside? I looked under the dash the white collar is in place but it moves side to side a little. Any suggestions would be appreciated.
