The actuating lever on the side of the transmission however will go into the park detent position. Where and why is it hanging up? Is the problem with the lock cylinder/steering column, shift lever on the steering column/ shifter cable from the steering column to the A/T housing?

From your question i'm thinking you can move the lever on trans to park but not by shifter. Check for a broken cable then check shiftlock if on steering column.

If it's the cable, wouldn't it make the rest of the shifting positions in-op. The trucks driveable, it just won't go in park. Is the shiftlock tied into the faulty key cylinder lock? My friend told me he has trouble with the key turning the cylinder lock.

The shift lock and faulty key cylinder are two different things. If it won't go into park the key won't lock correctly if at all. The cable may have stretched or is out of adjustment you have linkage I see so try to adjust it first and see if that is ok. It could be worn out as well
