I have to get a light inspection done but won't pass until the third brake light and (1) of the license plates lights gets fixed.

What could cause only 1 light to work and the other not. The same with the third brake light, the cargo light works fine but the brake lights don't and they are in the same area/connection.

Welcome to the forum, check the bulb where applicable. Check for voltage and ground at the circuit. Do the lower brake lites work? There is a fuse for the high-mount brake lite, underhood fuse box, use a teslite, the circuit goes hot when you step on the brake?

Replaced the bulbs in both the third brake and cargo lights along with the license plate lights. Lower brake lights work fine.

Cargo light bulb were bad and now work. Third brake lights looked bad and replaced but still done work. Lights on license plate were bad (1) starting working the other does not.

I will check the fuse and see if that helps. I just don't understand the third light as it appears to be on the same wiring as the cargo lights and the same goes for the license plate light? Any ideas would be great I have to get this resolved asap.

Your high and low brake lites, protected by different fuses. The same for the license plate lamps. If you have a testlite, maybe you can check for voltage and ground at the bulb socket?
