1998 Chevy Silverado Heater Lukewarm

I noticed the other AM that the Water Temp Gague was reading 100 F and the air from the vents was lukewarm. Even turning the the temp knob didn't increase the vent temp much.

Is it time to change the thermostat when I flush the engine?

It sounds like your thermostat is stuck open--so yes change the thermostat and this should solve your problem.
