2002 Chevy S-10 4WD won't work

I recently put a new vacuum actuator in my S10. The old actuator was torn and I thought I'd have 4WD no problem. The 4WD worked one time after the actuator change. Decided to change the actuator on the transfer case since I read those fail regurlarly, no luck after that either. I've tried resetting the computer by leaving the battery off for more then 30 minutes, pulled the 4WD fuse for while and turned the ignition 5 times to try to reset that computer, still no luck. Any suggestions of what I can try next?

Are you getting power to the actuator?

I can hear it clicking at the transfer case. I guess I'm not sure how to check for power at the actuator, I thought it was a vacuum generated from the transfer case when the 4hi button is pushed. It shifts into low gear when I push 4lo but still no power at the front wheels. In an attempt to bypass the vacuum issue, I pulled the cable under the battery and gave it a shot. Still no power at the front wheels. I do believe it locked in because the front drive shaft would not turn freely.
