2001 Chevy S-10 Fuel pump/Fuel delivery

My vehicle has done the same thing 4 times (not in a row) sometimes weeks apart. It runs fine. After I shut it off it will not restart. The last time I had it down to the fuel pump. Replaced it. Would not start. Fuel pump was not getting power. Turn the key, the vehicle powers up (lights, radio etc.). The fuel pump was not getting power. All wires appear to be ok. What sends power to the pump? I do not have a wiring diagram. What components are between the key and the pump? On a different note the transmission sometimes wants to downshift for no reason or not shift up at all. Sometimes it idles high & wants to lurch forward at stoplights or shifts hard from park. Is there one thing that could cause all this?

As far as the fuel pump, terminal 30 is hot all the time. Voltage for the coil side of relay, terminal 85, gets voltage from the pcm. Other than the initial prime, you may not have voltage for the coil side of relay, without rpm signal. Also, you can check the ecmB fuse for terminal 30.
