My truck hasent started for a weeknow, but today I was going to replace the fuel filter and my truck started right up. I replaced the fuel filter and now it still wont start. I disconnected the inline to the fuel filter and tried to start the truck and no fuel came out of the line. Does that mean I need a new fuel pump? If so, can I cut a access hole in the bed insted of pulling the gas tank.

It could be the relay has failed, check that first it may be behind the glove box. Rather than destroying your box, have a couple guys help you and just pull the box off, it's only got 8 bolts and an electrical connection at the rear. You just need to pull it back to sit on the tire to get to the pump. It only takes about 15 minutes.
