I would ask if your mechanic what test they used to determine that the engine has blow by. Normally blow by will be either from the heads or the piston cylinder ring wear. It can be checked by either a compression test or a cylinder leakage detector. Is your car smoking, if so when is it smoking, normally if it smokes when you first start it up then it is usually in the heads, if it smokes under power(when you are giving it gas and making the engine work then it is probably in the bottom end of the engine(worn cylinders and rings).
