2005 Chevy Monte Carlo steering wheel shakes when breaking

When braking from high way speeds the steering wheel shakes. Does not shake any other time or when breaking from normal city driving speeds. Have recently changed the pads and rotors and have again checked the rotors and they are not warped so I dont think this is the problem if you could shed any light on this problem it would be a big help.

First thing I thought was warped rotors. How did you check if I may ask. I would probably take the rotors in to be turned just to rule that out. Even brand new rotors can be off.
