1996 Chevy Monte Carlo car starts when I short the starter

I am trying to figure out what wires do I hook resisters to to match the resistance of 521.1 ohms of my key. The security light is staying on causing the ignition not to turn over, if I short the starter coil it will start then dies, I suspect a broken wire in the ignition switch, can you please help

The security system on your car uses the cylinder switch as sensor, you did a good job finding out a broken wire in the cylinder. The problem will go away only if the cylinder is repaired, and the wire fixed.
The computer on your vehicle have locked or disable the fuel system, the starter.
There is no other solution than have the key cylinder repaired, and the key reprogram by the dealer.
