When you turn on the AC it operates on outside air. When you switch over to inside air it does so for a moment then switches back to inside air. It does this repeatedly and will not stay on inside air

That is a vacum controled actuator. I would remove the kick panels and check all your vacum hoses under there. Make sure your vacum tank is hooked up. I want to say it is the orange vacumn line..see if when you switch that actuator on the vacumn to it stays or fades. If vacumn remains then I would say you have a bad diaphram in that air intlet actuator. And it will need replaced for the system to work on the recirculation mode..
