I recently had my cat converter replaced by meineke and the check engine light is back on with the same code, P0420. Do you have any idea why that could be?

Code can be set by an out of range signal from the front O2 as to the Rear O2. Need to put on scan tool take readins may need one or both O2s. ON bank 1

Could the problem have been the sensor to begin with and they possibly made me change the converter for no reason?

Really can't say would need to see emissions test and data to be sure.

Is it normal for the converter to be replaced and the code erased and then it comes back on saying the same error code?

I had the same code like you, had a new converter put on my 98 Malibu, same code came back in a couple of days. I took it back to the same shop that put the converter on; they checked it, replaced the converter at no cost to me. It was a bad converter they put on the car. You might put the car on a rack, engine running, just tap the converter with a mallet to see if there is anything that sounds like it is lose; mine was one that could be heard when tapped.
