It's called a blower motor. And it could have gotten water damaged, and/or the circuits could've gotten corroded.
Your only remedy is to have it looked at. Since you've had water damage previously, don't just have the motor replaced without having the circuit and contacts within the circuit checked out. Because you can experience the same problem all over again.
