starter comes on after van is already running
I have changed the relay and starter and it still happens

After the vehicle is started, pull the relay, you don't need it for driving, just starting.

If the problem goes away, check the circuits before the relay. If the starter still does it, check the circuits after the relay.

You may need to see what the starter pinion gear is doing, after the key is released from the crank position.
