1994 Chevy Corsica defrost

I need to get my car to pass emissions and the defrost only blows out the vents and not under the windsheild. How do I get to the hoses to find out if it is clog or if a hose has come undone?

The problem is the actuator controling the flap that moves the air. Lay down in the seat and it should be easy to find the one that controls the defrost and you can fix it momentarily. But it needs to be repaired ASAP.
