What is causing oil to accumulate on the bottom of the
air filter housing? What does that indicate?

Hello, does the oil look like tranny fluid? I've seen leaking vacuum modulator, where applicable, cause this problem. I haven't looked at your vacuum diagram. Just a thought.

Mysterious Black Tube Not Attached To Anything

I Happened To Catch This When I Was Changing Out My Air Filter. When I Tried To Move It Around, The Tube Broke In The Middle.
