1989 Chevy Corsica Sensor to what?

1989 Chevy Corsica 6 cyl Front Wheel Drive Automatic

In the front of my car between the block and the radiator there is a sensor of some type just hanging there. One end is connected to a black and a green wire and the other end is completly melted with a couple strands of wires sticking out. My car is running like crap and doesn't seem to shift into high gear like it should. Maybe the two aren't even connected. I can't afford a garage and nobody I ask has the slightest idea where it goes or what it is. How do I figure out what to replace & where it goes?

No sorry. Wish I could now it's staring to die when you come to a stop. Sometimes it won't start again for a minute.

Without seeing it I really don't know what it is and I don't have any late 80-early 90 GM 3.1L V6 vehicle available to look at.
