My cobalt's power steering kept going out and my dash light kept going crazy but when I turned off my car and restarted it, sometimes all the lights would go off and my steering would work. I had the power steering replaced due to the RECALL and my car still done the same thing. I bough a used computer out of another cobalt and installed it but now my car won't start. My questiong is: Does the computer need to be reprogrammed before my car will start and run again?

Did you replace the body control module computer? If so then yes for it to start you would have to relearn the pass-lock sensor. Give what I posted a try.
