Confused about starting issues

I have a 2000 Chevy Cavalier 2.2 liter with 135000 miles. The other day my car just would not start. When I attempted to start it I noticed that the starter was arcing and sparking. I bought a new starter and wired it exactly how the old one was, without success. The battery holds a charge so I know it is not the alternator. Now when I try to start the car the engine will not even turn over, I reverified that the wiring was correct, but still no success. What else could be the problem?
