I have a 2000 cavalier, the low fluid level light will come on and the temp will go to redline. I have checked the fluid and it is full, also the bottom hose is cool to touch the top hose is hot. Could this be the themostat causing this. The motor does not get hot. I drive it for a mile and it goes to red line.

The top hose should be hot and the bottom hose should be cool or cooler anyhow. Unplug the temp sender and see if you guage drops right away. Then check to see if it is getting power. It may be grounding out causeing the guage to go up or the guage is bad.

Most likey a bad gauge.
Even if you had cooling problems you shouldn't hit red line after a mile. Even if you were peeling rubber, unless maybe you weren't using any oil in your engine and were using maple syrup for coolant lol.
