I have spark and it turns over like normal but has a skip while cranking like its out of time, new plugs and wires and a new egr, was running rough before the tune up now it wont start at all.
Is it common for the 2.2 to slip the timing belt and jump a tooth or two? Because it sounds like a SBC out 180 out of time

You most likely got the wires mixed up. Recheck wires.

I thought the same thing but thats not the case, I tripple checked them, I have spark to all plugs while cranking and I added dry gass and gave it a shot of either in the throttle body and it still refuses to start, it sounds like it wants to but wont.
I dont have a fuel pressure guage but it should have started on the either so it dont seem to be a fuel issue.
Any more ideas?

Remove a plug and connect to wire and ground to valve cover bolt, crank and you should see a blue snapping spark.

If not, have ign. Module tested at most autoparts stores for free.
