Problem began in the middle of summer at 100 plus degree weather so surging was not in response to cold weather. Surging would stop when vehicle warmed up untill this winter when during our first ice storm and snowfall, the surge was there on start up and rpm's remained so high that the car's rpm's made driving on the ice next to impossible. Even with the brakes on, the wheels were spinning too fast to get any taction. Now that the weather has warmed slightly the surge has been relegated back to startup, although every once in a while it will surge to where I can go 25-30 without any throttle. The car is a 93 Camaro, V6, 3.4L, automatic, with 79,466 miles. Also, during the surge, there is a lot of wind noise on the lower right side of the motor that stops when the surge stops. Thanks for any help. Preferably before the next snow storm.
