2001 Chevy Blazer ABS

I started the car, got an ABS warning light. There is a pump under the hood that is running continuously, even when I turn off the car. Brake fluid resevoir is full. I pulled the ABS fuse (60 amp) to get the pump to stop running. Now I am lost. What could be the problem ?
