Woke up to a non start

Woke up to a non start- have had the battery on charge-it was pretty dead-now has 13.2 volts- engine still will not turn just a slight click and hum is all - no power to the windows or instrument panel- at what point voltage-wise should the battery be for starting? Should I be looking at something else as well or?

I would check and see if there is a bad connection at the battery, or maybe a dead cell in the battery. The vehicle should start at 12.5 volts. Also it could read this with a bad cell. Take it to your local parts store and see if they can do a load test.

Well the verdict is in- the battery cell(s) were shot- got a new battery last night and all is well- thanks for your time!
