1999 Chevy Blazer delay during cold start-up

When I start the vehicle up, mostly in the morning, it doesn't want to go anywhere. There is a delay before it goes into either reverse or 1st. The transmission was just rebuilt. I was wondering if that could be the problem or if it is the fuel injection, fuel filter or something else.
