1997 Chevy Blazer antilock brakes, power windows, heater fa

What causes the windows and heater fan to not work when the dash brake lights come on and flash? This is intermittent.

Check fuses and ground
check ignition switch
When it does it cycle ignition key few times noting if it will correct the issue and if so I would suspect the ignition switch
