1992 Chevy Beretta Starting problem

My 1992 Chevrolet Beretta does not start on the first try. It sometimes turns over several times before starting. I had the starter tested at Autozone and it is okay. The flywheel teeth are all intact. I do not know what else to try.

Turn the key to the ON position.
Listen for a very slight hum that lasts for about 3 seconds.

That is the fuel pump running.

Report back about if you can, or cannot hear it.

Yes, when I turn the key on, I can hear the fuel pump.

Turn the key to ON and wait for the pump to build up pressure.
Now, turn the key to CRANK and see if it starts sooner.

(I'm trying to check if it's a fuel problem)

This did not seem to be the issue. Some times it seemed to work. We would turn the key to on, try to start, it didnt start. But, then, we turned it to on and waited a bit longer and it did start. However, there were more times that we tried to start it yesterday it seemed that even when we turned the key to on but waited to actually start it, it would still take several tries to start it. It does always start but it just sometimes take several tries.
