91 Chevy Astro Ignition Lock Cylinder

I have a 91 astro as the title states. I'm having a problem getting the van started. I'm not sure if it's the starter or not, however I think I should solve the lock cylinder problem first to make sure that's not it.

The van is a v6 auto, but the steering column moves pretty freely, like when your going around the corner the whole steering column shifts over. This leads to difficulty switching from park to drive. However, it recently go to the point where when I put the key in, it no longer wanted to go to the start postition. The battery is dead, but I had it hooked up to jumper cables for half an hour and the lights would come on, but it wouldn't start.

I'm assuming that I have an ignition lock cylinder that's locked up and needs to be replaced. If that is the case, from your experience, please let me know. I have also never tried to remove one before to replace it, so an instructions would be greatly appreciated. I popped off the cover on the front of the steering wheel and saw the one bolt in the very middle, and wasn't sure if I have to remove it going that way or another.

Thanks.

The key will turn, but not to the start position. The shifter goes up and down freely without having to hit the brakes to get it out of park.

I bought an ignition lock cylinder, and a steering wheel puller. I pulled the steering wheel, but not there is some other tool that I have to buy to get the next part off (don't know what to call it). (Maybe a steering wheel lock plate?)

I'm not even sure that is the problem (the ignition lock cylinder), but I need the van for work, so need to start trouble shooting.
