1998 Chevy Astro Will not start if colder than 29 or wet an

It started 2 years ago, in winter when it got below 29 it would shut off. When it raised above 30 for at least 12 hours it will re-crank.
Replaced the fuel pump and it lasted 1 year and now it will stop working after it sits for 8-12 hours during or after a rain. It will roll over but not start till it dries up outside.

I have replaced 3 fuel pumps, I believe its a short or some type of ground.

The certified garage says they had checked all three pumps after installing new ones and they say that’s not the problem but neither they nor I can rectify the issue.

I have had in the last 2 1/2 year replaced the catalytic converter twice, new plugs, ignition wires, ignition control module, mass air flow sensor, alternator, TPS and various parts.
As he puts it all but the Lighter for cigs.

Hmmm.I'd try the lighter next.

Need to test it when the problem happens. When it does is the fuel pressure bad? Is that the reasoning for replacing the pump?

Wet conditions very often point to spark plugs wires arcing, and on that motor, I have seen aftermarket distributor caps fails.I know you replaced them. Just sayin.

When the testing is done Is there a lack of spark or fuel or both?

Sometimes you can confirm a part is related to a cold condition, by throw the part in the freezer and re-installing to see if it no longer works.
