1992 Chevy Astro Turn signal failure

Right side, both (front and rear) turn signals not working. Flasher is ok, bulbs replaced. Dash indicator does not come on.
It started with the dash indicator for the seatbelt was blinking along witht he right signal indicator and turn signals still worked. Now the seatbelt dash indicator does not work and neither does the right turn signal indicator and turn signal lights. Flasher clicks (although it sound sto be an un-uniform clicking).
When I turn the hazard lights switch on, it immediately blows the fuse. How do I test for a short or ground fault? Even if I find the socket that is faulted, how do I fix it?

This is fixed. Or maybe I shouldn't use the term "fixed". However, the turn signal is now working. I almost completely dismantled the dash and disconnected almost every electrical connection. After testing wires and connections, I gave up, through my arms in the air and started putting things back together. About half way through the re-assembling process I just, on a whim, tried the turn signal. And voila, "fixed". I am assuming it must have been a corroded connector or something that contacted properly after taking it apart and putting it back together. In any case it is still working and we'll see for how long. And in addition we'll see for how long all the other electrical components work after all my tinkering!
