Check engine light doesn't work so I.

Canadian resident.
My check engine light didn't work for emissions so I bought a obd2 reader. It wasn't able to read the ecu with the innov~(forgot name) reader. I then tracked the signal wires back to the ecu and found them to be immaculate.

My instrument cluster also had a few lights out that should have worked. This was fixed by re flowing the solder; but did not fix the original problem.

A wire to the throttle body grounded out a year ago. The wire had become so hot it melted its shielding. It ran fine after it was re-wrapped and later the wire replaced. I am assuming this damaged the ecu.

TL;DR
Check engine light doesn't come on. My OBD2 reader doesn't read the ecu. Should I get another ecu? If so where?(Its a hard to find engine)

I'M MORE INTO CARBURETED VEHICLES.

MY SISTERS TAHOE AND A FEW OTHER VEHICLES I'VE "HAD" TO DEAL WITH WOULD NOT CONNECT WITH THE SCANNER, ON A FEW, THERE WAS A FUSE BLOWN. SEEMS LIKE THE CHEVYS FUSE FOR THE OBD CONNECTOR ALSO RUNS THE CIGARETTE LIGHTER.
