Car will not turn over

Car will not start cranks for a second and makes a loud metal to metal sound like something is rubbing. Could it be a starter or something worse?

I think you should look for a cracked starter housing or loose starter bolts. Also, check if the flex-plate is cracked or the teeth missing/worn down where the starter is located right now.

The car is parked away from home had to leave it parked could not not get it to start. I did not mention before, it stalled out when I was driving then would not start back up. It makes a noise like rubbing metal for like a second then silent each time I would turn the key.

And the head lights and dash lights went dim when trying to start also.

I am starting to wonder then if the engine locked up.
Did the engine begin smoking and/or did the coolant temperature rise to too hot or any warning lights come on right before the engine stalled?
You should check the engine oil level and the coolant level, not as a fix per se but to see if either is really low and may be the cause that the engine did lockup.

I did see a little bit of smoke not a lot at all. No lights and I just did a oil change and topped of coolant.

More the reason to check the oil level and coolant level. Maybe the oil leaked out for some reason, etc.

I park on a concrete driveway and there also was not any drips or signs of leaks of any kind on the ground.

When you get back to the car, see if you can turn the engine over by hand to see if it is locked up or not.

Either of two ways, by using a six point socket on the front crankshaft bolt, if there is one or by removing the transmission flex-plate shield (cover) and using a flywheel turner tool.
Here is a photo showing how that tool is used to try to turn the flex-plate:
