Do me a favor, see if it will start if you place the gear in neutral. Let me know what happens. If it doesn't do the following.
If you look at picture 1, it shows fuses I need you to check. Now, at the top of the picture I highlighted what is called a fusible link that supplies power to the two fuses I circled. So, in addition to just checking the fuse to make sure it's good, you need to also check for power. If there is no power, the fusible link may have failed.
A fusible link functions as a fuse, but looks like a regular wire. So, the only real way to test it would be to check for continuity (if power can pass through it). We will cross that road if the fuses are good and don't have power.
The second pic shows the starter relay. What I suggest is to switch it with a different one with the same part number to see if that changes anything. If there isn't one with the same part number, I will provide the directions for checking a relay.

I have to be honest, based on what is happening with the locks, I have suspect there is a bad connection at the battery or corrosion causing a poor connection. So, make sure the terminals are clean and tight and the battery is fully connected. Also, check to make sure the grounds from the battery are in good condition.
