Car will not start, only hear occasional ticking

The car has not been used too much over the winter. I make sure to drive the car at least once every week. The weather started getting warmer and now the vehicle wont start. When I try to start it, an engine light comes on and I can only hear a slow whirring with occasional ticks. When I turn the fans on, the radio shuts off. Windshield wiper speed may be slower, not too sure. I have tried charging the battery and boosting the car with no luck. Is this just a bad battery?

Hi,

The battery is my first suspect. What I need you to do is load test the battery. Follow this link:

If the battery fails, confirm battery terminals are clean and tight. If they are, remove the battery and take it to a parts store. Have them charge it and then load test it. Most will do this for free hoping to sell a battery.
