Car will not start every time

Car will not crank. I checked the battery it is good. When you get in car steering wheel never locks it will turn anyway. Get out of car lock car with key walk away ten feet, wait until lights go out unlock car with key and nine times out of ten it will crank. Sometimes you have to do it twice and sometimes when it cranks the steering wheel will not turn (it is not in lock just turns some), but it will go in gear and go forward and backward. However, you cannot turn the wheel but a little then if you turn it off and turn it back on it always cranks when you turn it off and back on if the wheel wont turn. I have it at shop now and they replaced the box under the steering wheel that everything goes through they are putting the old one back on. Can you give us any advice or help? Car has no other problems runs like a dream, drives like a dream if you can get it started.

When the engine wont crank over is the security light flashing?

Yes usually but sometimes nothing flashing and it wont start. But steering wheel never locks and sometimes it says service engine and tracking system the shop that has it has talked to the ford service dept and they were not any help. Mr. Chuck who has a wonderful reputation for finding problems said this one is a mystery. Any idea's that you have will be appreciated and passed on to him. I know that I am not the only person having this problem just heard another person with a GM car having the same thing happening. Thank y'all so much for all your help.

I would double check the battery by doing this test

If it tests okay it sounds like an ignition switch issue to me.
