There are a number of things that we need to start with checking. First and foremost, we need to run a compression check as that is the easiest and quickest way to know if we have an issue.

The next thing is to check the timing. Basically, if you took the heads off and didn't get the timing exactly correct then this engine will turn over but not start.
Lastly, we need to check the basics like fuel pressure and spark. If we don't have one of the two of these then we need to track that down as it will cause this issue.
