So when you turn the key, you are seeing power get to the starter, correct? If so, then I would suspect either the battery is too weak to actually turn the starter or that the starter is bad.
So try jumping it. If you still cannot get it to start, then you will need to test them properly. I would start with removing the battery and taking it to the local auto parts store and have them check it. If it comes back as being fine, then you will have to remove the starter and have it tested at the parts store. They run these tests for free and they are good, reliable tests.
You can also try the backyard trick of tapping on the starter with a blunt object (preferably a rubber mallet) while someone else turns the key. Sometimes that will break the brushes inside the starter loose and allow it to turn. This is a *very* temporary fix.
