Car will not start

I have been told I need a new fuel pump. Where is it located? Do I have to drop the tank to access it? I hear it running as I try and start the car and then for a few seconds afterwards, but it is not starting. All fuses under the hood look good. When trying to start it after using a different relay, it still wouldn't start, but all the electric in the car vanished! There is nothing at all? I used the same number relay but could a different relay have shorted the entire car?

If you can hear the fuel pumping running then it is probably working. Those fuel pumps do not go out that often. So you have no dash lights check engine light etc when turning the key to the run position? Have you checked all the fuses in the inside fuse box and under-hood fuse box especially the big green 30 amp fuses? Made sure the battery cables are clean and tight?
