Recently it gave a P0401 code so I decided to clean and replace a few pieces because the car is older and the job was simple (so I thought). I replaced the EGR valve, the solenoid, cleaned the throttle body (removed fully), check all the hoses and the code was gone and the gas smell was gone. I then replaced the air filter as well.

Since I cleaned and replaced everything my car now has issues with it's idle, always when cold when sitting all night and then only when I use the A/C during the day. Once it is warmed up and I am not using the A/C it is fine for the most part.

Everything was fine prior with the idle so I figured the car may be relearning.

But it has continued to have the problem the last several days. Every time the car is cold, I have to press the gas a little to let more air in.

Any help on the cause of the startup issue?

The relearn in question is "minimum throttle", but that requires the Engine Computer to see a very specific set of conditions for that to take place. This is normally only necessary when memory power is lost to that computer, either from unplugging it or from disconnecting the battery.

To meet the conditions for the relearn to take place, drive at highway speed with the engine warmed up, then coast for at least seven seconds without touching the pedals. When the computer sees the higher-than-normal intake manifold vacuum for seven seconds or longer, and a perfectly steady throttle position sensor reading, it will know your foot is off the accelerator pedal. From then on, any time it sees that same reading from the throttle position sensor, it will know it has to be in control of idle speed.

Given the services you performed, rather than disconnecting the battery, it is more likely you changed something that is causing the TPS to read a few hundredths of a volt higher at closed throttle than the value learned previously. If that is what happened, the computer thinks you have your foot on the accelerator pedal, so it isn't going to try to raise engine speed beyond what it thinks you're doing.

Normally the symptoms are more pronounced and noticeable when minimum throttle hasn't been learned yet. My suspicion is there is a value learned and in memory, but the throttle blade is never closing enough to reach that old value. Doing the drive cycle and coasting will put the new value in memory.

If that doesn't work, you'll need a scanner to look at the "idle steps" the computer has placed the idle speed motor at. Those numbers will tell us which way to go next.
