Car will not start plus no lights on dash when key is in ignition

Check the fuses under the hood and under the dash for the affected systems. You'll have to remove a couple of them to check them visually. The instrument cluster lights not coming on is either a fuse, bad ground, or other circuit problem in the cluster itself.

If you have them, you could see if the affected circuits are getting power and are properly grounded using a test light and/or multimeter. They can also be used to check to see if the ignition switch is functioning properly.
