Car will not come out of park

Been having a problem with my van coming out of park. Did research and found the interlock could possibly be a problem. Tested the lock solenoid and its working correctly. The kicker for me, when in park and when it decides to mess up, the light that illuminates the gear selection goes off. This happens every time it don't come out of park. I wanted to note that the Break lights work even when stuck in park. Could it be a Neutral safety switch?

could be a couple of things, one on transmission and other may be a bad, shift cable to transmission is stretched. It may also be the transmission range switch which you call the neutral switch.
