Car starts sometimes but not others

My car over the last two weeks has been having on and off issues starting. Yesterday, my car turned over just fine but today when I try to start, it cranks but doesn't turn over to start.

I bought a new battery and that doesn't seem to be the problem because it still won't start and I also got new spark plugs, which also didn't help.

Earlier this year, my car had a code P0141 (O2 sensor heater circuit malfunction (bank 1 sensor 2)), which I did not get changed. Could that be an issue? If not, what could be the problem?

I don't think that would cause a no start. Have you checked for spark and fuel to the engine?

Yes, and they're both working fine. My car has also been having a rotten egg smell.

I was searching for answers and thought it could be the catalytic converter. Does that sound possible?

If you have fuel and spark, it should run. The only concern is the smell. If the converter is plugged, it could prevent it from running. Also, if the coolant temp sensor is bad, the computer could be putting too much fuel to the engine which could damage the converter and cause a smell.
