Hi,
When you have a crank/no start condition, it is usually the result of not getting fuel or spark at the plugs.
Now, you say the timing was done correctly. Does the engine sound the same when cranking it? Can you record it cranking and upload it for me to hear? That may be very helpful.
Next, try this. See if the engine starts with starting fluid. If it does and then stalls, we know there is a fuel-related issue. If there is no change, then I need you to check for spark at the plugs.
Here is a link that explains how to check:

If there is spark and using starting fluid doesn't change things, we either have a timing issue or low compression. I can usually tell by listening to the engine cranking.
Let me know.
Joe
