Code P0687, cranks but will not start?

After stopping at a store, I got in the car to leave but there wasn't any power. I checked under the hood to find a loose battery cable. Tightened it and it started right up. After driving out of the store parking lot, the car suddenly shut off on me with the battery light on the dash illuminating. I tried to start it again, but it would just crank. However, when trying to start the car in cranking position, it seemed as if the cranking position would stick, continue, unless I turned the key off. I then shut the car off and called for a tow truck but after waiting two hours and no tow truck, I decided to try and start the car again. This time it started right up and I was able to drive it two miles to get home. The next day I replaced the battery after having it checked. The AutoZone said it didn't have enough cranking power after they charged it about 12 hours. I installed the new battery, and it still won't start. I removed the alternator and also has it checked at AutoZone. They said it was fine, so I reinstalled it. Car still won't start but does crank. I used a neighbors obd11 scan tool and received the code P0687. Any help would be appreciated.

The code P0687 is the clue: incorrect, abnormal, or erratic voltage reading from the relay control circuit that supplies it with its power. Here is the starter relay location #3 which is what I would swap out first to see if that works, please let me know what happens. Check the images below.

Thank you. I will try that. Also, I have another question. Do you know if there is an emergency fuel shut off switch in my vehicle, 2015 VW Passat 1.8 4cyl TSI? I have also read that the switch could have tripped and need to be reset, it's also known as inertia switch. I have been trying to find a location for it online but no luck.

There is no inertia switch for this car. Did you try to swap the relay out?

Thank you for your response. I am sending an attached photo of where the starter relay should be, however, in my vehicle there is only one relay on the right end of that location. Relay 507.
Above is another set of relays, which are 645,646. Any suggestions?

I changed the starter relay and there was no change it's still cranked but did not start so I'm back to the fuse box underneath the engine compartment and noticed all my fuses were full of sludge even though they tested good I swapped them out with new ones then I got in the car and tried to start it and it started right up. Thank you for your help.
