Will the engine start for a couple of seconds and then stall if you use starting fluid?
First, take a look through this link which covers the most common causes of a crank no start condition.

Now, if you look at the pic below, it identifies the manufacturer's specs as far as fuel pressure. The pressures indicated are with the engine running at idle, but will only go up slightly with it off. It indicates with the regulator disconnected, it should have 43 PSI.
When you say there is no fuel to the return, that doesn't make sense. Something must be blocking the fuel from going through the fuel rail.
If I recall, the test port is after the filter. So, if you are showing 60 PSI there, the fuel has to go somewhere or it's blocked.
Have you released fuel pressure and then removed and inspected the fuel rail?
