I RAN ALL THE GAS OUT AND NOW IT WONT START BACK UP AGAIN. ITS TRYING TO START BUT IT WONT TURN OVER

When you cycle the switch, can you hear the pump turn on? If so, check the fuel filter to make sure it isn't plugged. If not, check fuel pump pressure.

Here is a "How To" video to help. Also, many parts stores will rent a gauge, or you can purchase one at the test equipment store site on this page.
