Very sorry for the delay. i just looked at wiring schematic and the blower gets power all the time aqnd the ground is controlled by the heater/ac programmer located on the heater box plenom. although i have never run into this problem before i would assume the programmer is shorted out causing a ground all the time. i would first cut the gray and black wire and see if that shuts off the blower, if it does then replace programmer, if it still stays on replace the blower motor. hope this helps
