C1130 is a communication code saying the ABS module has detected a problem with the Engine Control Module. The code itself isn't the problem, but an issue with the engine control module could easily be the cause of your problem. The first step would be to use a factory level scan tool that can connect to the system and query the network controller to determine which modules can and cannot connect. Most of the lower cost units will only see the generic code you have, the higher level tools can generally go much farther.

The problem could be that a module has shorted the network or there is a problem in the ECM. The easiest way to find the problem would be to use an oscilloscope on the network feed and see which module is the issue by unplugging the modules one at a time to see which one returns the signal to normal.
