My 91 buick's ac was recharged with the new refrigerant last year. It is now is low so that the compressor does not start. I was going to recharge it, but I have 100 lbs or pressure on the low pressure side. Is this normal or is the compressor shot?

How do you know that it is low in refrigerant? When the engine is not running the high and low side guages should read fairly close to the same thing (in your case 100 psi). In this situation if one guage is significantly higher than the other, this may indicate a blockage in the system. If so have a pro to take care of it. It's possible that the compressor is bad. However just because it doesn't start doesn't mean that it's bad. Check the fuses, pressure switch and wiring.
